Transfer Issues Quantity

Hi I can’t make transfer between warehouses even I have quantity
Example :
I have 46 pcs from one warehouse I want to transfer 30 pcs to the second warehouse but the I can’t transfer only 20 pcs once I but 21 the system not allowed me to transfer the issues is come with many products .
