Install Route It Does Not Work

Hello, what does it mean that my "basic" purchase does not have the package.json and the package web.mix.js? , it means that it cannot be installed because the documentation said that you must have those files. I followed the documentation I was able to access the installer by adding /install to the end of my domain, but nothing happens. I appreciate any help and guidance you can give me. How do I install from the path since it does not have an install folder
